C.1 A MOTION TO SCHEDULE a public hearing on November 18, 2024 on an ordinance in amendment of Appendix A of the Code of Ordinances of the Town of Narragansett, Rhode Island, entitled "Zoning" to allow mixed uses in BB - General Business Zones.

 

OPEN FORUM/PUBLIC COMMENT:

The comments of citizens addressing the Council are neither adopted nor endorsed by the body but heard as requested. 
NOTE:  Public comment will NOT be taken on matters involving open litigation.
RULES:  Sign in to speak (back of chambers); state name and address; speak only on topics not on the meeting agenda; 3-minute time limit per speaker/subject matter; and be orderly and respectful.

CONSENT AGENDA

 

All items listed on the Consent Agenda are considered to be routine or have been previously reviewed by the Town Council, and will be enacted in one motion. There will be no separate discussion of these items unless a Councilmember so requests, in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda.

D.1 A MOTION TO APPROVE the request from the Maury Loontjens Memorial Library for their 8th annual Family Costume Walk/Parade to be held on Saturday, October 26, 2024, at 1:00 pm (rain date October 27th) subject to approval of state and local regulations.

 

D.2 A MOTION TO APPROVE the contract extension for Security System Program and Design Services with Grist Security Consulting, Inc. at their quoted hourly rates, for a one-year period ending August 7, 2025, under the same terms and conditions as the original contract.

 

D.3 A MOTION TO APPROVE the request from the national organization "Life Rolls On" to host a surf therapy event on Saturday, September 6, 2025, at Narragansett Town Beach, subject to state and local regulations.

 

D.4 A MOTION TO APPROVE the one (1)-year contract extension for Solid Waste Removal/Dumpster Service - Scarborough WWTF with Republic Services, Inc. for each of the two (2) bid items, in the annual amount of $2,400.00 for trash and $5,580.00 for grit and other waste, under the same terms and conditions as the original contract.

 

D.5 A MOTION TO APPROVE the real estate addendums in the amount of $17,733.40 and the real estate abatements in the amount of $461.58.

G.1 A MOTION TO READ, PASS, AND ADOPT as a second reading an ordinance in amendment of Chapter 66 of the Code of Ordinances of the Town of Narragansett entitled "Street, Sidewalks and other Public Places" specifically Article II entitled "Streets", by adding a Division 5 - entitled "Abandonment of Street and Roadway Rights-Of-Way".

ENGINEERING DEPARTMENT

 

H.1 A MOTION TO APPROVE the recommendations of the Sewer Policy Committee and DENY a waiver relative to Sewer Policy Sections 2.d, 7.a, 7.f and 7.h to Plat Q Lot 101 (Vacant parcel South Pier Road) for the proposed subdivision.

 

H.2 A MOTION TO APPROVE the recommendations of the Sewer Policy Committee and DENY a waiver relative to Sewer Policy Sections 2.d, 7.a, and 7.f to Plat H Lot 12 (244 Kingstown Road) proposed subdivision and also DENY a waiver relative to Sewer Policy Section 7.h for the proposed subdivision.

INFORMATION TECHNOLOGY DEPARTMENT

 

I.1 A MOTION TO APPROVE the renewal of the Darktrace system from SHI International Corp., in the amount of $29,964.00.

FINANCE DEPARTMENT

 

J.1 A MOTION TO APPROVE the one (1)-year contract extension for General Plumbing Services with Atlantic Control Systems, Inc. at their quoted rates and mark-up for parts, materials, and equipment, under the same terms and conditions as the original contract.

 

K.

TOWN CLERK

 

K.1 A MOTION TO READ, PASS AND ADOPT as a second reading an ordinance in amendment to Chapter 14, Article XIV of the Code of Ordinances of the Town of Narragansett, Rhode Island entitled, "Rooming Houses or Boardinghouses".

 

K.2 A MOTION TO APPOINT/REAPPOINT four (4) individuals to the Library Board of Trustees for terms expiring on October 1, 2027.

 

K.3 A MOTION TO APPOINT one individual to the Tax Assessment Board of Review to fill a vacancy to expire on February 17, 2027.

 

K.4 A MOTION TO APPOINT one individual to the alternate-2 member seat of the Zoning Board for a term expiring on July 1, 2025.

 

K.5 A MOTION TO APPOINT/REAPPOINT two (2) individuals to the Galilee Advisory Committee for 3-year terms expiring on October 1, 2027.

TOWN SOLICITOR

 

L.1 A MOTION TO READ, PASS AND ADOPT as a second reading, an Ordinance in amendment of Appendix A of the Code of Ordinances of the Town of Narragansett, Rhode Island, entitled "Zoning", specifically text revisions of Section 2.2 (Definitions), amending the definition of 'Bed and Breakfast/guest house' and Section 6.1 (Use Regulations).

 

M.

TOWN COUNCIL

 

M.1 A MOTION TO SCHEDULE a work session on October 21, 2024 at 6:00PM to discuss the Narragansett Town Beach operations.

 

M.2 A MOTION TO APPROVE Dredge Alternative 4 for the Narrow River Dredging Project land based mechanical dredging with dredged material to be placed at location in proximity to the dredge site that is acceptable to regulatory agencies as determined during the permitting process as the selected short term alternate, being fully contingent on the availability of funding (estimated construction cost range $771,040 to $1,252,940), and DIRECT the Town Manager to seek financing options for the project, continue to coordinate with Foth Engineering on the next steps for obtaining licensing permits, and engage with key stakeholders to move forward with the project.

 

EXECUTIVE SESSION

A MOTION TO RETIRE to Executive Session of the Town Council in accordance with RI General Laws §42-46-4 and §42-46-5(a)(2) for the purpose of litigation.

DISCLOSURE OF EXECUTIVE SESSION VOTES (if any):

Motion by Councilor Lawler, seconded by Councilor Ferrandi to seal the minutes of the September 26, 2024 Executive Session. So unanimously voted with three in favor. Councilors Cicilline Buonanno and Kopech were absent.
